Hi Shawn, I'm not running Mavericks, but running the latest version of skype for me (as of late), has also resulted in Voiceover sometimes being unresponsive. When I press vo+J to interact with the chat area of a group call, for instance, vo will crash, restart itself, and then I have to navigate to the chat field a different way. Also, there have been times where it has been unresponsive in single chat areas (not related to a call), said busy, and not repeated back what I've typed. It's as if it has to catch up. I'm sorry I couldn't provide any assistance to solve the problem, just someone else who's noticed this as well.
