It has been a while since I have done it, but during the ISO process, you get a key. I was setting up someone's machine for them and they did not have internet, so I chose that option from the choices, and the key was provided on screen.

to use the Iso file that was located in my downloads folder. So the
answer to your question is no, you don't have to burn it onto a DVD.
