HI Jean,
Not sure it can be permanently fixed. It happens to me every now and then, but
as it's so easy to fix I don't really worry about it. As with nearly every app
on the Mac, most content areas and things can be dragged around, changed and
adjusted to look different and provide better visual access to certain things.
The preview pane in Mail seems to work the same way. Something apparently
happens—perhaps a stray mouse click or something else—which causes that
bookmark display table to collapse, and as it's not present visually, VoiceOver
also cannot access it. The solution is to simply move that horizontal splitter
up to reveal the bookmarks. That's my best effort at speculating on what's
happening, but the real cause and, more importantly, any permanent solution are
beyond my expertise.
Cheers,
Nic

Hello Nick:
You've done it! I interacted with the splitter and hit vo up arrow. My
question now is what does that do exactly? In other words, what is happening
with that splitter to cause them to disappear? Where can I permanently fix
this?
Jean
