I was doing this for somebody else to run their QuickBooks on so I
wanted to make sure everything was legit. I didn't know about the
upgrade installer trick but it turned out to be slightly cheaper getting
a full version off Amazon than an upgrade directly from Microsoft.
Anyway, it's all working now.

When I was poking around the Windows store all I could find were
upgrades. Either Windows 8.1 from Windows 7 or Windows 8 from any other
version. I think I found in one of the FAQs that if you wanted to run it
in a virtual machine (or on a machine that never had Windows before) you
had to buy the system builder version. I found the 8.1 System Builder
for $97 on Amazon.
