Not sure what you are talking about as I used Pages daily in Mountain Lion and anytime I wanted to save a document as a Pages document all I had to do was open the save dialogue and put a check in the box that said save as a word document, try putting a check in the disclosure box in the save window. So yes, this is a Mavericks thing as saving as a word document is not in the save window. Even Microsoft Word allows you to easily save in another format.
