From a technical standpoint the VMWare fusion virtual machine file is just a file and you can move it around at will to another machine or make copies on the same machine. As far as Microsoft is concerned, I'm not a lawyer but I suspect they would draw the line at a single Windows license being run concurrently on more than one virtual machine. In other words, you could have 25 copies of a virtual machine spread over 10 desktops and as long as you are only running one of them at a time you should be fine with one license.
