On the Mac is the easiest way. Open Mail, go to the Mailbox menu, select "New 
Mailbox...", and type the name. Use the location popup menu to choose where the 
new mailbox should go, and be sure to choose your iCloud account or a subfolder 
thereof. That way, the new folder will sync to all your devices.
