I'm happy to report that the folder actions script for notifying when a new 
item is downloaded now works properly. This is a wonderful little utility that 
Finder has. Basically, you find the folder you want, go to the finder menu, and 
choose services submenu, then folder actions setup. A dialog opens up and you 
can select the script you want to run when a particular action is done to a 
folder. I always liked being notified when a new item was placed in my 
downloads folder. Unfortunately, the script didn't work when Mavericks first 
came out. Now it does. :)
