I think the "c with cedilla" is very important at least for Portuguese
speakers (not sure about other languanges). This if you are writing in
Portuguese, of course :)

In Brazil we even have keyboards with this character on its own key:

On US keyboards (using "US international with dead keys" layout) we
usually generate this key using "ALT-right + ," (ALT plus colon).
ALT-left does not produce this character.

Interestingly , I think the order above is very good already for me
(specially coming from a programmer POV :). I would just make a small
adjustment:

~ $ % & ( ) < = > \  _ | £ €
