Can you be more specific? Which libraries do you see as blockers?

If you're referring to the "Cellular" section in this document:

Then that can be bypassed. That document is also surely out of date with the 
coming of MeeGo and it points to the main reason why development should be done 
in Debian: Nokia doesn't understand how Open Source works. 

The basic point is Nokia is not going to keep Maemo.org on life support much 
longer. What happens to all the software? It can find a home in Debian where 
there are people who will look after it and develop it.
