Several moderators, in a span of a week, have been giving him infractions and have accumulated 75 points which according to the rules[1] is banned for 30 days. If he keeps creating and posting from new accounts, and reach 100 infraction points, he will automatically get banned permanently.
I'm not sure about mailing list rules. I don't even know who the admin is now.
