I just want to add a data point here: You don't mention which version of

Python for Series 60 was used here, but that figure looks like it's 
from the 1.0 release. Some tweaks were made after that, and the 
1.1.5fast build got 685 pystones on a 6630, which matches the results 
from the 770. The 6630 also has a 220 MHz processor, but I don't 
know which ARM version it is.
