The link you gave was to a Sony device that looks like a competitor of the 770. I think that what you want would be possible within the Maemo framework, however. Changing the bootup graphic, at least for later stages of the boot, should be fairly easy, but you may run into issues if the bootloader also has a graphic display (the bootloader code is closed AFAIK). Having a button menu should be possible by writing a Maemo/Hildon application and having it start instead of the desktop process.
