So, the DHCP requests are coming in, but nothing is going out.

I've tried to start bootpd in debug mode but that isn't enough to create a managed network. And if the driver program /usr/libexec/ InternetSharing has a debug mode it isn't documented. And if there's a way to enable debugging by setting a flag in its preference file (/Library/Preferences/ SystemConfiguration/com.apple.nat.plist) it's also not documented:-(
