Yes :) I think debian unstable ( sid ) should be best choice here.
At least IMO.
Why you have tried ubuntu while you did not try debian unstable?

You can pass host as configure's argument.

./configure --help | grep host
  --host=HOST       cross-compile to build programs to run on HOST [BUILD]
