powertop missing from USA firmware

I'm on the N900 USA firmware. powertop is not on the device anywhere. 
find / -name 'powertop' does not return any results. I notice other 
users of the Global version of the firmware have it. I would make a 
package for Extras, but the autobuilder prevents it since it already 
exists in it's known list of binaries. How do I go about reporting this 
to Nokia to be fixed? I didn't seem to find any product or component 
that would match this sort of request.
