It depends upon which shell you are using.  Most times, an up arrow will do the 
trick.  You can also usually check to see if history is being kept by typing 
'history' at the command line (without the quotes, of course).

Up arrow (input from my Nokia SU-8W keyboard) on the xterm works to give me the 
previous command on my 770 with OS2007HE (same result back when I had OS2006 
installed)
