Please submit firebird-2.5.0.26074.0-1, this a major bug fix :
-Fix rh #697313 with backport mainstream patch CORE-3447 (icu > 4.2)

in short without this patch Firebird don't handle correctly icu > 4.2
and databases are not created correctly
