In an ideal world we would use systemd for traditional xinetd stuff, but being diplomatic, I think we should wait until after mga2 for that. Sure there is arguably additional overhead of running xinetd but while we support both systemd and sysvinit, xinetd serves a purpose. I propose that we should ultimately deprecated xinted in mga3, but that discussion can happen later.
