I thought latest idea that /etc is solely for the sysadmin, so shouldn't
above be:
/usr/rpm/macros/macros.foobar
Right, these macros are not supposed to be edited by the sysadmin, we
could even use /usr/lib/rpm/macros.<foo>
(we already use this for perl, php, python, systemd)
They are not automatically included it seems (consistent with earlier
posted code from rpm).
