That being said: if we form people from X -> Y , they don't necessarily stop being the target-audience. We could also alter that definition and also mention that the second group of targeted audience are the Mageia contributers. Furthermore, it's probably useful to have a good way to facilitate those users; documentation or whatever. I would propose in packaging to have an extra list of people who want to learn how to package.
