means we will stay at this version throughout the lifetime of a

That's not 100% true :) Distribution has longer support. At one point
Mageia 2 will get Fx17 (or whatever is the next ESR), maybe even Mageia
1, if it's still supported at the time when 10.0 ESR will be at its EOL.
