convert white to transparent in your 1.svg, then composite together

convert 1.jpg \( 1.svg -transparent white \) -composite 1composite.jpg

I believe that the result will be the size of the background image (1.jpg) automatically, but the 1.svg will overlay only as much as is in the top left area that is the size of the background. So anything outside the background area in the bottom or right will be cut off.
