To verify the path variables were being applied properly, I found an
equivalent 'which' command for Windows and discovered that the 'convert'
command is being run from C:\Program Files\ImageMagick-6.5.3-Q16, as it
should be.

I renamed the convert.exe to conv.exe and was surprised to discover that
conv WORKS without errors!

Another surprising discovery is that the "which convert" shows another
convert command in c:\windows\system32 - the command to convert a file
system from FAT to NTFS.  The surprise is that when I enter "convert"
now, I get the same error as before:

convert.exe - Entry Point Not Found
---------------------------
The procedure entry point ConvertImageCommand could not be located in
the dynamic link library CORE_RL_magick_.dll. 
---------------------------

Could that be a clue as to how to fix the issue?

We just tested and simply moving the ImageMagick path to the beginning
of the
system path permitted convert to work withour an absolute path.  We are
working
toward a patch so this manual step is not necessary in future releases.
