See http://www.imagemagick.org/Usage/compose/#blur for the details of operator. This not only does circular blurs, but angled elliptical blurs, for various motion effects. I have not implemented variable angled blurs, mostly as I have not figured out how to implement a user interface for that, rather than any specific problem with doing this. More specifically http://www.imagemagick.org/Usage/photos/#tilt_shift for an example of using it to achieve a tilt-shift effect.
