To me I would class the above as a bug.

The -units specify that the density setting was set to pixels-per-inch
so perhaps the PNG encoder should translate density to
pixels-per-centimeter seeing as the PNG format does not understand
pixels-per-inch.

It would of course be a different matter if the -units were unspecified!
