This looks like quite a bit of work for very little gain (a friendlier UI, but there's nothing here that the system can't do already). The trouble is that everything on the Institution Members page assumes we're searching records from the user table. But the "pending registration" users don't exist yet, and hacking that user search query just for the "People who have requested institution membership" will be a bit messy.
