It seems that this bug has been fixed by the bug #996172. I have successfully uploaded and extracted an zip file containing files with name in different languages: Arabic, Chinese, French, Russian, Vietnamese, Japanese, Korean, ... See the attached file

I know you shouldn't do that but there are students who just use the default name that is suggested by the system as file name, and if it is "Déjà maintenant, il y a des problèmes!" then so be it :-S ➪ Put up a little note about "proper” file names so that the zipped files can be extracted.
