Your staff don't need to have the "staff" role in order to get the
"tutor" role on in a group.

  Set main group admin to receive group request mails

Bug description:
  Having recently had to setup 'request to join' groups for hundreds of users I 
though this might be a useful feature. Some of our teaching groups have 
multiple administrators, but membership is only managed by a couple of 
individuals. As a workaround to having 10 staff getting 600+ email this week I 
simply removed admin rights from everyone else (and just need to remember to 
put them back next week!). 
  Rather than every administrator getting an email each time a user requested 
membership, it would be useful to be able to specify (eg by tickbox) which 
admins are notified of membership requests. 

  p.s. I realise that setting staff as tutors and giving them editing
  rights would mitigate this issue - unfortunately due to institutional
  restrictions our staff aren't setup with 'staff' accounts in Mahara,
  so I'm largely constrained to user vs admin group roles.
