Accesskeys for main navigation should be updated

Bug description:
It's useful for accessibility purposes to have accesskeys defined, but
currently Mahara's implementation is inconsistent (Dashboard has accesskey 'h',
Content has no accesskey, etc)
The main navigation items should be updated so they all have accesskeys
corresponding to their current titles.
