But the utility of this is limited because the view.mtime column is only updated when the view's description or tags are updated. What we should do is update view.mtime whenever the view's contents (i.e. its blocks, or its block contents) are updated. Essentially, whenever a change to view would trigger a watchlist notification, it should also update the view's mtime.
