I noticed that testing mahara with
https://reviews.mahara.org/#/c/4191/ and https://reviews.mahara.org/#/c/4227/
that there were still a few places where the view mtime doesn't update when a
block changes.
1) When adding/deleting files in Content -> Files that are used by folder/file
download/image gallery blocks
2) When a navigation block's collection has more pages added to it
3) Recent forum posts block
4) Adding tasks to a plans
And possibly the external blocks as well
As changes to these areas can effect the change of a view should they
send out watchlist notifications?
Or, if that is not necessary, should the changes update the view's mtime
so that when sorting Portfolio -> Pages list by 'latest modified' it
correctly ranks the pages.
