Wouldn't the same be true for any files that you include in a portfolio that are not in the area where you work, e.g. personal portfolio or group?
What about taking the approach that the image continues to be tied to the user, but when he deletes it, it's still available? I think Moodle does some fancy file saving that allows you to do that. So would be a matter of checking when removing a user if they have any files being used as embedded images and then copying the files and updating the url to point to new one.
