Public bug reported:
At the moment ovsvapp agent monitoring is not part of the devstack hence it
should be incorporated in to devstack.
For which following need to be done:
1) nginx server should be installed as part of setting up of ovsvapp devstack.
2) The log file should point to /opt/stack/logs instead of
/var/log/neutron/ovsvapp-agent
3) monitoring should get enabled as part of bringing up the ovsvapp agent.
