I think I've found what threw me off.
In the Mahara System Admin Requirements, PHP needed is 5.5 near the top of the 
page, but down under the PHP heading, 5.3 is specified. Someone should probably 
tidy that up.

  PHP: 5.3.29

  Cron locks are apparently staying in the config table, resulting in this 
message on the main admin page:
  "See the installation guide for instructions on how to set it up. If you have 
already set up cron, one or more of its activities have failed to run recently."
