Actually it is the collection's view mtime for the view the assessment
is on that needs to be updated in this case.

When one:
- adds annotation feedback either onto view or matrix 
- updates the assessment via the matrix without feedback
the view mtime doesn't change

We need to get it to update as activity has happened on the view

  Updating annotations needs to update collection mtime

Bug description:
  So that the updated collection will float to top of latest changes
  lists.

  So when an annotation is updated via the matrix page or assessment of
  an annotation changes we need to update it's underlying collection
  mtime value
