We require JS when working with Mahara. Since screenreaders can
understand JS, we are not looking into making Mahara fully available
without JS.

using the attachment option tabs in filechooser fails in non-js

Bug description:
When adding an image block the switching between the 'My files',
'Group files', and 'Site files' tabs is not able to be done when js is
turned off.
