to test on master
- - have an institution with a tag "copy"
+ - have an institution with institution tags enabled and create the
institution tag "copy"
- login as a member of the institution
- create a page with a block and set the tag to the institution tag "copy"
- create another page and set the field "Create via tags" to copy
- save the view and check the block was copied to the new page
- click on the configure block button
expected result: the block has a tag "copy"
actual result: the block has a number as a tag that corresponds to the id of
the tag on the db
