Mhh. It works now for me as well. Might have been a temporary glitch
connecting to Embedly then.

Title:
Embedly code cannot be embedded anymore

Status in Mahara:
  Invalid
Status in Mahara 19.10 series:
  Invalid

Bug description:
Embedly seems to have changed its embed code to something like the
following. This is an Embedly card:

  <blockquote class="embedly-card"><h4><a
href="https://www.instagram.com/p/B0UlXE4lYe_/";>View of the marina from the
house of the 7 gables that features in Hawthorne's work. The house itself is a
restauration based on the house in the book that is based on the original
house.</a></h4><p>1 Likes, 0 Comments - Kristina Hoeppner (@4nitsirk) on
Instagram: "View of the marina from the house of the 7 gables that features in
Hawthorne's work. The house..."</p></blockquote>
  <script async src="//cdn.embedly.com/widgets/platform.js"
charset="UTF-8"></script>

Thus, new cards cannot be embedded anymore.

I suspect at minimum we need to update the regex. But maybe there is
  more to do.
