Add tool tip to the "More options" button on skin overview page

Bug description:
For 19.10 we condensed the buttons that are not so often used into a
"More options" menu. That is represented only by an icon. Usually,
when we have an icon only, we also have a tool tip so when people
hover over the button, they know what to expect.
The "More options" button on the skins overview page /skin/index.php
didn't have one.
To replicate:
1. Make sure that skins are enabled on the site and you can create one.
2. Go to "Main menu" -> "Create" -> "Skins".
3. Hover over the button with the three dots.
Expected result: A tool tip comes up saying "More options".
Actual result: There is no tool tip.
