TinyMCE issues - block border line/s missing and control open/shut

Bug description:
- Code: 19.10_STABLE
- Browser tested: Chrome and Firefox
- Theme: Raw
Preconditions:
1. An existing person (Person A) is logged in and their browser zoom
is at 100%
Test steps: (repeat for each browser)
1. Person A is logged in and navigates to their Résumé Goals and skills page.
2. Person A zooms their browser in to 90% then 80%.
Please see attachement prefixed with SS1 (Chrome) - block border line/s are
missing. ✘
Note1: this does NOT happen in Firefox.
3. Person A (with browser still at 80% zoom) navigates to a page and selects
to edit the page settings.
Please see attachment prefixes with SS2 (Chrome) - the TinyMCE open/shut
control is missing one of its open/shut icons.
Note2: this DOES also happen in Firefox.
