After upgrading from 18.04 I get this error error message when I go to
Create -> Files page

To replicate:

1) Have a new 18.04 install
2) Upload a file to the Create -> Files page area
3) Edit it and add a tag
4) Upgrade the site to master
5) Go to the Create -> Files page - see error
