Bug description:
If a user inserts an Image block, the copy and print options usually
available through the 3 dots are not available. Noted in DCU and
verified by Catalyst UK that it is a core bug.
Steps to replicate:
1) Create a page and add any block (but not gallery)
2) Generate a secret URL and allow the page to be copied
3) Open the URL in a different browser and open the 3 dots on the right side
of the screen
Expected behaviour - to see options 'Copy' and 'Print'
4) Go back to page and add a gallery block
5) Go back to the page in the different browser and refresh
6) Click on the 3 dots on the right side of the screen
Expected behaviour - to see options 'Copy' and 'Print'
Actual behaviour - nothing happens, only the tool tip appears
