What file type were you testing? You can't always view all files in the
browser, e.g. text processing documents. So there would need to be a
rule, e.g. open PDF in a new browser window with PDF.JS (I think that's
what Firefox uses), but that I think may effectively still download it
already.
For images, we could show a preview like we do in the 'Files' area, but
other file types would need to be downloaded. A better option would be
if the files were put ontp a Mahara page and embedded where possible.

Clicking on files in 'Logged in links and resources' should take you
to the file in the browser, not download

Bug description:
Steps to reproduce
As admin
1. Add a site file (Admin>Configure site>Files)
2. Go to Admin menu>Configure site>Menus
3. Choose "Logged in links and resources" and add that file to the list and
save
4. View the homepage and click on the file you just added
Expected result:
- Take you to the file in the browser to view before committing to
downloading a copy
Actual result:
- Automatically downloads
