Allow partial institution mapping in SAML for affiliate email

Bug description:
When mapping on the external institution ID, eg 'school.com' maps to
'school' the affiliated email may not follow the same pattern, it
might be '[email protected]' or it might be
'[email protected]'
So we need a way to partial map on an affiliation
