The problem appears to be in src/mail/SendMessageCC.cpp, SendMessageCC::Build().
m_envelope->message_id is always being set to a new message ID.
I see two major
alternatives.
1. Set m_envelope->message_id to the existing Message-ID if
HasHeaderEntry("Message-ID").
2. Don't set m_envelope->message_id if Build() was called
forStorage.
Since the message_id may be used for other things in Outbox, I lean towards #1.
