 You don't need cygwin (although it does include gettext tools), all you
need are just a few (3 or 4 to be exact) small programs: xgettext, msgfmt,
msgmerge and optionally msgunfmt. You can get Win32 binaries of them in
many places, just Google for them.

 Alternatively, you can download poEdit which includes them all and also
provides a nice GUI for editing the .po files: http://poedit.sf.net/

 Unless you want to manually merge the (new) messages from messages.po into
fr.po (which will be much more difficult than using msgmerge!) this
wouldn't be good as fr.po doesn't contain all the new translations.

 Yes, indeed: '&' makes the following character the accelerator for a menu
command, a button or other controls. I.e. this will be the character which
is underlined under Windows and can be used with Alt to qickly activate the
control.

 Translating the strings with '&' is tricky as ideally you should avoid
reusing the accel letters.
