You don't need cygwin (although it does include gettext tools), all you need are just a few (3 or 4 to be exact) small programs: xgettext, msgfmt, msgmerge and optionally msgunfmt. You can get Win32 binaries of them in many places, just Google for them. I.e. this will be the character which is underlined under Windows and can be used with Alt to qickly activate the control.
