I clicked on that link and got a popup msgbox saying "Mahogany Error.
DDE data request failed: a request for a synchronous data transaction
has timed out."

In the taskbar I notice 3 instances of IE have opened. One is invalid
syntax with the address saying "http://%1/";. I then have two identical
windows saying the above URL for address and FTP folder error Msgbox:
"Windows cannot access this folder. Make sure you typed the filename
correctly and have pernission to access the folder. Details: The
operation timed out."

I have also noticed that every time I try any URL, if no existing IE
instance is running, I get two copies open with the site displayed and
one blank instance. If IE is already running in the taskbar, omit the
blank copy.

This is IE6 SP1 running under Win2K SP3+
