This (not considering the value of the flag) happens when looking at
PGP/Mime messages (like the ones I send). This is because the
corresponding code is not actually a filter (like the one to check
Inline PGP messages), but is more integrated into the message viewer.

Do you have any evidence showing what exactly is going wrong? Does it
look for gpg.exe, or the temp files? You could try to specify the full
path for GPG...

I suppose that the command above comes from a Windows version of M. If
this is not the case, we have a problem: the cygwin version should not
generate dos-like paths. Do you try to run a cygwin version of gpg, or a
DOS one?
