Well color me confused, it's working this morning. I'm supposing that I managed to manually build some artifacts and install them by messing around in various directories.
I got the same problem again when building from the top in a clean repo / clean directory. I see lines like this but they indicate the test jars can't be found. I also see such a problem with the collections-codegen-plugin. It's plainly a local repository issue, exactly what I don't know. I'm going to knock this on the head for now since it clearly works for others.
